NIGER PROPOSES N83.7bn FOR NEXT YEAR

NIGER State Governor, Dr. Mu’azu Babangida Aliyu yesterday presented an estimate of 83,798,860,236 Naira as the 2013 budget for the state.
The budget is 9.27 per cent lower than the 2012 budget which was about 95 billion Naira.
Making the presentation at the state House of Assembly in Minna, Aliyu said that the total projection for the year 2013 which stands at 83,798,860,236 Naira is made up of recurrent revenue of 71,733,467,168 Naira and capital receipts of 12,065,393,068 Naira.He said that the 2013 Budget was lower than that 2012 due to the resolve of the state government to have a realistic and implementable budget, adding that the budget was painstakingly prepared to avoid the mistakes of the past, to be more prudent and to entrench a culture of fiscal discipline.
Giving a breakdown of the budget, the governor said that the Recurrent revenue at 71,733,467,168 Naira while the Capital Receipts is 12,065,393,068 Naira.
Aliyu explained that 53.7 billion Naira will be generated from the Federation Account, 8.5 billion Naira from the Value Added Tax and SURE-P will generate 2.8 billion Naira while the internally generated revenue is expected to fetch the government 6.6 billion Naira.
The Capital Receipts of 12,065,393,068 Naira are expected drawn-downs from development partners and already negotiated bonds.
The recurrent expenditure is put at 46.7 billion Naira and is made up of 25.1 billion Naira for personnel cost, 15.04 billion Naira for over head cost while 6.5 billion Naira was slated for consolidated fund charges.
Aliyu stated that the 2013 Budget will focus on critical areas so as to ensure value for money and maintain close relationship between revenue and expenditure.
He also said that the objectives of the 2013 Budget include completion of on-going projects, preservation of peace and security, expansion of Internally Generated Revenue, food security and poverty alleviation and encouraging private sector participation in the development of the state.
In the sectoral allocation of the budget, the economic sector got the highest allocation of 11.3 billion Naira as the governor explained that the economic sector is the growth driver that will propel the attainment of aspiration of Vision 20:2020 stressing that emphasis will be on the provision of enabling environment to support the growth of agriculture, woo reputable investors, and develop tourism and solid minerals.
This was followed by the Social Sector which was allocated 10.9 billion Naira, the regional sector was allocated 4.6 billion Naira, the administrative sector got 10.08 billion Naira while the science and Technology sector was allocated 50 million Naira.
Aliyu therefore reiterated the resolve of the state government to provide a realistic budget that is within the limits of the state resources, urging that, culture of prudence and accountability is imbibed in the management of public resources.
The Speaker of the state House of Assembly, Alhaji Adamu Usman after the presentation of the budget by the governor gave the assurance that the budget will be given adequate attention to ensure its quick passage.
He urged all Ministries, Departments and Agencies to be more responsive to their assignments and fast track their implementation procedures adding that they should deploy a sense of urgency in the handling of projects in the interest of the people.
